Philadelphia City Council passed a Fiscal Year 2026 budget on June 12, which includes several changes to the City’s tax structure. Tax rates are dropping, and some exemptions are going away. One of them is the $100,000 Business Income and Receipts Tax (BIRT) exemption.
Businesses with under $100,000 in Philadelphia gross receipts were exempt from filing and paying the BIRT. Due to a legal challenge, businesses will not be able to use this exemption starting January 1, 2026, and thereafter. Businesses must file and pay the BIRT (regardless of income) in 2026 for activities conducted in Philly in 2025.
The Departments of Commerce and Revenue are hosting a series of in-person and virtual information sessions to help businesses:
Understand upcoming changes to the City’s tax structure,
Prepare for Tax Year 2026 (when the changes go into effect),
Learn about free tax preparation services and financial support programs,
And find out where to get support for all aspects of doing business.
The information sessions are designed to help businesses learn about available resources to help them operate and navigate the tax changes successfully.
