Common State Permits and Licenses

The following are commonly required state permits and licenses, which many businesses need to file to legally conduct their business, execute projects, or operate in Pennsylvania. Agricultural Licenses

The Pennsylvania Department of Agriculture issues various licenses for individuals conducting businesses in the following categories: animals, fireworks, retail food, food manufacturing, horseracing, weights and measures, etc. Many of these applications are paper applications which can be found by referencing the Licensing Help Guide. Individuals conducting businesses that primarily focus on plants, animal feed, and amusements rides can file electronic applications using the PAPlants website.

Childcare Facility License

If you are conducting business as a childcare provider, you will be required to register with the Pennsylvania Department of Human Services. Visit the Pelican Provider Self-Service (PPS) website to register your business or visit the Department of Human Services website to learn more about their licensing guidelines.

Environmental Project Permits

If you are conducting business or working on a project which may have impacts to the environment or public health through our air, land, or water, you may be required to file for permits through the Pennsylvania Department of Environmental Protection. Home Improvement Contractor License

If you are conducting business or working on a project as a home improvement contractor, you will be required to register with the Office of Attorney General unless you are specifically exempt under Pennsylvania’s Home Improvement Consumer Protection Act (HICPA). Visit the Home Improvement Contractor Registration portal to register your business or visit the Attorney General’s Office website for additional guidance.

Manufactured Home License

If you are a retailer or installer of manufactured homes, you will be required to register with the Department of Community and Economic Development (DCED). You can file your electronic application for this license through the Installer Program portal, or to learn more about the HUD Installation Program and visit the DCED website.

Professional Licenses

If your business is providing a professional service, such as cosmetology, dentistry, real estate, etc., you may be required to file for a special license through the Pennsylvania Licensing System (PALS)  To determine if your business requires professional licensing, visit the Pennsylvania Department of State website.

Sales Tax Licenses

If you are conducting business in Pennsylvania, you may be required to file for a Sales Tax License. The type of sales tax license you will be required to file will vary based on your business activity. Businesses may file for the necessary sales tax license through myPath.
